John Phillips is a victim of mistaken identity--someone thinks he's a professional hit man. After surviving an apparent mob attempt on his life, Phillips is persuaded by a CIA operative to go along with the deception in order to capture a potential political assassin. At least that's what Phillips is told, but he soon realizes that the deeper he gets into his new role, the deadlier the plot becomes.
